The R key is still used for rally point spam during the first few minutes.

Notice that he's also selecting all of his SCVs; if he were to set the rally point with a right click, and accidentally not select his Command Center, he would command all of his SCVs to move to the point he clicked. There is no R command for SCVs (or other workers), so using that key eliminates the risk of screwing up the entire game right at the beginning.

They change their builds and units and amount of of each they are going to use according to the strategy they will be using.
