Yes you would still have a large explosion from Thermite penetrating the cylinder however the explosion would not be as near to a BLEVE. As in a BLEVE situation its the surrounding heat that builds up the extreme pressures within the cylinder prior the breech of the surrounding weakened metal (softened from the heat source over the affected area) in ending.. Itll still be a massive and devastating explosion!
They were testing the ability of the CASTOR to withstand an extreme explosion... they caused the fire to get to the BLEVE... and actually i do beleive you are misunderstanding BLEVE.. the fire caused the BLEVE.. the tank is not the BLEVE...

No, the safety valve on the tank will handle the higher pressure on the tank. What happens is the fire outside the tank heat it, but liquid in the tank actually cools it by evaporating. You will see fire going out of the relief valve as vapors are expulsed. As this process occurs, there is less liquid and when there is not enough liquid to cool the tank, the heat from the fire outside will damage it and the remaining vapors in the tank will blast.
