Each view a band of electromagnetic radiation in frequencies more precisely than Hubble can.Some are highly specialized such as the telescopes used to observe the chronosphere of the sun, something the instruments on Hubble can not do without damage. Hubble is famous because it has been up there for 2 decades and has been a superb general purpose tool to astronomers. Expect to see a direct replacement that blows its doors off in the future.

On small scales the space-time expansion is countered by the fundamental forces, like gravity. We are not expanding. Not even our galaxy can be said to be expanding. All we have to do is measure a photon's wavelenght from a relative close source. Like a similar star on our own galaxy.
