Basically the expansion is opening up the "Praetorian" dimension to players. Praetoria being the 'Evil' version of the City of Heroes/City of Villains where Statesman is a dictator who kills or brainwashes dissenters and pretty much destroyed the rest of the world to take over and build over the ashes.
