No Tzeentch is the changer of ways, he never really have to lie because his ways of chaos are for the right things just that it involves chaos and destruction. Like if we concider Warhammer 40k thousand sons, Tzeentch didn't lie to them but gave them a choice because Horus and his chapter found the edge of the universe and an fallen civilisation so the emperor kinda betrayed them and Tzeentch offered them a chance to be "reedemed" and they had no other choice anyway, and become Chaos.
