@R1BC4G3 Wear shoes that are easy to slide in (try practicing in socks on a slidey floor). Hold our legs out in a wide stance (position 1). Then slide them together, ending with one foot in front of the other. Slide your legs back out to position 1 (you may have to lift them off the ground), then repeat. Switch which foot goes in front. Swinging your arms will help with momentum.

I do it again at 4:32, more close-up. The Six Flags guy does it too, in a commercial - look it up! :)

As for getting arrested, there's no worries for that. Masks are legal in Maine; I've run into police several times. Once they just asked me to turn my boombox down a bit, and the other time the cop got out of his car and started taking pictures of me with his phone. xD

BTW, a tip: the helmet is a problem to keep on, normally, unless your head is really big. So, take some string and duct tape it to the top of the mask to make a chinstrap. It should make the helmet stay on better.
