This goes well beyond a spoken text on various pitches, or a sprechstimme as in the part of the Speaker in Schoenberg's "Gurre-Lieder".

According to the Middle Eastern culture this is called Tajweed and it is nowhere close to singing. If your humble ears does not differentiate between singing and reciting that is NOT their problem.Google Arab singing then google Tajweed and see the difference. Because he's extending the words with actual musical notes and pitches, this is considered SINGING by every definition of the word. It doesn't matter if the lyrics are sacred or profane, this IS the technique of singing...
