I think I may have found a cheat let me know if it works for you as it had me. once you get flow to one of the front water ways it unlocks what needs to be done now once u lose the water to try to get the second front water way going you DO NOT lose your spot before it still remains open so really you only need one water way running but i have to unlock them both at a certain point, but do not need both going at the same time.
Um...I haven't played this bit for a while, so sorry if I'm wrong, but I think that you get the water flowing on the side where you can climb up the ladder and this means that the gear room should work. Once you put the missing gear in, the lift/ride that takes you all around the different rooms works, so you can use that to jump onto the side where the ladder is broken. Hope that helped.
I was FINALY able to figure out how to get them all flowing at once one time when I was playing a while back. I drew out the combinations so I'd remember, but now, I can't find the paper it was on ^^;. Thanks for uploading!
