My guess about the old guy by the tree is that it's the guy who killed Katara's and Sokka's mom. There's a lot of predicting in the fandom that the mission Katara and Zuko go on is either going to be finding Zuko's mom or something else and then they run into Katara's mom's killer.

For 4:01-4:05, he's either trying his hand at being a pimp, he's waiting for Suki or something and then Katara, Azula, Toph, or Zuko walks in, or he's being a distraction or something.
