Gix, there is a mod called Enhanced Quest Roleplaying. It increases the options you have during quests. Maybe that could help you with the "scripted questline".

Volnaro or whatever his name is casts a 100% chamelon on J'Skarr each day, its possible to get in front of the spell and it will be casted on you, giving you 100% chameleon for 24 hours.

Willpower is NOT completely useless. At higher levels your mana recharges much faster. It's useful for people who use lots of magic like...erm..mages perhaps?

I don't know if you use mods, Gix. But if you do, plz download "Supreme magicka". I play a mage like you, and it is one of the coolest mods out for mages. It doesn't make you OP, but at the same time adds many awesome new spells that work very well even in their animation.

Example: Using telekenisis to push or pull characters, but high intelligence characters can easily resist it. A blink teleport, meaning a short 20-30 feet teleport, jump for teleport, a light spell to use against vampires.

Gix, not sure if anyone has said this, but befor you join the Arcain(SP) Uni. there is one way to get a dispell other spell. You can use it on Jaskar(SP). They wpnt like you but you can do it that way.

Just so you know gix, there is an alternat to finding J'skar. You can fing him (life detect may help), if you use dispel on him you won't have to find the book but I don't think there is any extra reward (I might be wrong).

I don't know if you actually got around to researching willpower, but there's a loading screen that claims it increases your resistance to spells. According to UESPWiki, there are no reports of it actually working.

So, based on this info, it is useless to you.

Willpower also increases the rate you regenerate magicka.

@gixG17 I know in Morrowind it does. It makes you more resistant to paralysis and kind of cushions the damage you receive from certain spells. That's why sometimes people can resist paralyze. Not sure about Oblivion though, now that you mention it, all it seems to do is make your magika regenerate faster. Anyway... I am not being helpful, lol that just came to mind!

Hey Gix, there is another way of doing the "Find J'skar" quest so you don't have to wait until 10pm.

You can use "Detect life" to see where he is, then cast "Dispel" on him and he reappears. :)
