the cores in this mod work differently, you'll get a core once the culture becomes accepted and other stuff. Depending on the situation you can get cores on provinces in less than 50 years, other times it might take more than 50 years

i think that if you form germany you tolerate all the german culturos but i never played a german country in thisd mod, i just think so

Hobbit gaining a core on EU3 its between 10-300 years

there sometimes is a random generator every year to get your core.
