No. They are developed for gov and enterprise.

If they have a licenece and their own base station they're fine.

most of thr decom'd tetra sets only operate on 1 watt ERP max in DMO, so the range is very very limited, better off with a UHF/VHF 4 watt PMR radio.

At this moment in time and probally for ever, There is absolutely no way to decode, or listen to tetra radio.
