that sound is the electronic 90 volts ac 60 hertz that makes your phone ring. also the ringback on most step CDO's (community dial office) (small phone exchange)

I seen a thing like that before pa phone system. Used for ships offices or shops. Button on side might be to buzz another unit like that one,
2 way switch might be for more then one unit. Say main unit. Then one in the boss office other in the hall so on.
Button on side to ring unit 1 or 2.
But I am not 100% sure on this so I like you would like to know more about it.
