I'm thinking due to the crowd gathered, the local law enforcement shut traffic access off to that road. And the railroad disabled the gates so they wouldn't come down on the on lookers for this event. That's my best guess. Railroad's usually check these things before major railroad activites, such as special excursions.
Isn't Detroit Lakes Minnesota where the CP ( former Soo Line to Winnepeg ) crosses the BNSF ( former Northern Pacific ) main line?

The crossing gates cane be manually left in the upright position, by opening a box on the mast and throwing a switch.

I actually got to see the holiday train up close....it was so cool. there was a band inside called the wide mouth masons and they played for us.

They are on a 'only goes up' motor.
it pulls the gates up and then goes in neutral and has brakes to let it down.
anyone can easily pull them up when they are down, cops do it all the time when needed.
