They have "no" spacecraft because Private companys like SpaceX will do the work now they have the Falcon9 to proceed with the work. and NASA knows that the spaceshuttle was a fail but they had no choice because they spend the money to the shuttle and there was no way back now the NASA wont develop many spaceships or something like that they will concentrate on the research and private companys will do the work (one falcon 9 start costs about 40million and on shuttlestart 450 mil)

Falcon 9 is CARGO space rocket. To lift and bring down PEOPLE to and from orbit you need a SPACE SHIP - like Soyuz at least.
NASA can concentrate on what ever they like but they have no ship and it will take years to develop reliable enough. If only they will not buy Russian technology
