Solar panel? Surely, there is a better way of "charging" the card...Why not make the card only change during the swiping process? A constant power supply is not needed if it uses e-ink, it would be better to have power pass through the card during the update of the balance, and have it only power the change in balance on the display. And instead of making the edges glow, just a solid, non-glowy color would be just as effective, and less demanding.
