That was a Chinese fishing boat. The japanese filmed the footage on a Japanese battleship. Look at the battleship's trace in 0:09. Clearly the japanese did a quick left turn which a fishing boat won't have the ability to do a turn as sharp as a battleship. Therefore its that japanese that resulted the collision. Beside, Okinawa is still a controversial territory between the Chinese and Japanese. As they both claim to own those islands which was owned by Chinese with a lot of historical proofs.
Upon condition of his release the Chinese government promised the Japanese they'd never allow the fishing boat captain to ever watch any episodes of Whale Wars ever again......
