These were items that were made by accident to be used for Aerith. The items list was given to the programmer(s) [me] from the writers who forgot to delete these items and once they were programmed into the game it was much easier to 'mute' them rather than delete. There was also one special materia to summon Kefka from FF6, dual sword for cloud, 'helmet' for Red, and knuckles for Tifa that would change her costume to 'almost' nude. This was meant to be released for GameShark but...problems.
Nearly all games have the deleted content left into the game with all references cut because deleting large batches of code can end up creating more problems than it solves. Unless the space is needed, it's just way easier to "dummy out" the deleted content. No normal gamers hack the game to find this content anyway and even if they're found, it's not a big deal.
you know, it is possible for a hacker to make them usable items :P

The number 127 isn't a cooincidence, so there is really no reason for those unnamed items to mean anything.
2^7 = 128. 0 counts as one of them, so you have 0-127. 128 different items you can have by distinguishing them using 7 bits.
So yeah, the fact that there are placeholder items in no way really means that more were intended to be put in the game.
