It's because around the start of the 2000's the term "emo" changed from being emotional hardcore to being emotionally unstable, and people started to associate it with moody pop punk groups like Fallout Boy or whatever became popular instead of godly bands like Orchid. Well, it shows how transparent and empty most Metal bands are. I mean, it's pretty easy to write a riff if you can get a basic feel for a mood, but to give it some context, to arrange a song, to make a composition, a story requires some actual thought and creativity!
Still, you shouldn't generalise a single solo-project for Metal in general. I mean, this song sets a mood, but due to the very limited nature of the song, the mood kinda gets broken after the third loop of the riff.
I wonder if he was trying minimalism, but in that case, he should've found a far better riff.

Ah, this song! I remember when I was 15, I wrote the EXACT same riff and then I heard The Funeral Of Being which if I remember correctly, this is from, and I have hated Xasthur ever since! True story. =)
