On Gamespy, Gamefaqs, and the official website, it says 31st. Although, I guess you could mean 12 AM 30th. (But that counts as 31st).

I was in the beta test...Amazing stuff. I don't think they'll be accepting more beta testers, so close to release. (Out October 31st)
You get into BETA if you pre-order the game.

Er...No. If you signed up earlier, you didn't have to preorder.
If you want to get in now, then you have to preorder.
Of course, I wouldn't preorder for less then a week of beta.
They said BETA is not going to end on the 7th like everyone thinks, they will keep it going to the launch date as much as possible.
