it stops because there is no way for white to prevent black from mating the whit king in 1 move with rook to h1. The only thing that white can try and stall the mate (after the black king moves to g6) is to check the black king with queen to g8 and after king to f5 pawn to g4 is the only good check for white (if queen to c6 check the night on g5 falls with king to g5) and after king to f4 there are no more possible checks plus the king on f4 guards the escaping square g3 from the white king.-

Why does white get to go first? The reason behind any rule can be questioned. Why does the king move one space in any direction? It's just one of the rules that goes with the game. The football team that wins the coin toss gets to choose whether to receive or kick off. Why? Because there has to be a way to start a game, and that's what has been decided. Even if the first move in chess was decided by coin toss, there could always be the question, WHY?

Looks like black king moving left would let the white queen move to G8 to put him into check for a potential checkmate pattern.
