In the US we have found best results with a zero tolerance policy. I doubt if you can change -- your approach using magistrates to draw the line may be too intrenched. The public did not hear what they wanted from Cameron or Milliband.

We wanted them to say that the police are now working on capacity to move more quickly to intervene and prevent criminal damage being committed by mobs.

The public will not accept the police not going in hard to prevent shop after shope being looted. Allowing the damage to occur and then using CCTV footage to arrest them afterwards is not good enough. We want physically fit police who are ready to tackle crime head on.
