@121MultiGhost You'll need a few things - the recipe for the rune and the ingredients. The recipe is special, you can only get it from one vendor or one chest or whatever. The ingrediensts are gonna be the things that (hopefully) you've been picking up, like Ochalum and Glitter Dust and whatnot.

When you get to your home base - which I guess for you is you is your home in Hightown, there's a spot in the room with Bodhan and Sandal where you can order potions/runes/poisons. Order a rune.

@121MultiGhost Then after you've hit up the rune ordering (it'll give a checklist of what you need to have with your particular recipe) walk over to Sandal. There's gonna be a chest next to him that something something enchants stuff. Armor and or weapons - R1/L1 or whatever it is. Anyway, choose your armor, choose your slot then choose the rune you want to put there.

Bear in mind though, that if it's too much trouble go to Google and hit up "Dragon Age Wiki."
