Not really. They use two completely different battle systems if you didn't notice. In this, you don't have to take turns, hence the genre "Real Time Strategy" (RTS). This said, FFTA was simply a "Turn Based Strategy" (TBS).

That wouldn't work. It wouldn't come out until 2010 at least because they would have the completely change the battle system to be compatible with the Wii. Besides, if you are not going to understand the storyline (and that will affect how much you enjoy the game) you probably shouldn't get it. However XII was heavily gameplay driven, so you might not even need to play the first one to enjoy this.

I'm sure it happens after, Penelo's clothes are like in the ending of FFXII and Vaan meets with Balthier and Fran is the first game. Also, it makes sense it happens a year after because Vaan decides to become a sky pirate along with Penelo, and in this game it's one of their explorations in a new place, probably where Balthier wrote in his letter in the end of the first game.
