The man should never push the lady to the other side or push the lady period. No one likes to be pushed! As the man resumes his final three steps it happens natually. There's a transfer of weight the the male should perform to activate the lady's passing to the other side. Pushing not recommended or required.
Yes, unfortunately the concept of using natural body movement to guide your partner is not a well known practice because it's very hard to explain. Try doing a cross body lead with just the woman's hands on her partners shoulders. Only the woman touching the man. With the man's hands at his sides. If he properly completes the sequence of steps and the appropriate transfer of weight, it works beautifully without even touching her. Let me know if it works!
There are plenty of salsa steps where the man's hand guides the woman. This is part of salsa, and dancing where the man leads in general. Any dance instructor will tell you that the woman follows the man's lead mostly through touch (not vision). So by definition, the way a woman should sense that "transfer of weight" you talk about is some form of touch. And in some salsa steps, there is no other way to do this than what amounts to a push.
i thought men where supposed to start with there left foot going backwards ?

@machoev12 Good observation ... usually in the on2 style the man will start with his left foot backwards. These guys are doing salsa on1 (LA style)
