You can actually get this with the last Gibbed save editor (PC or Xbox Version Only)... just uncheck the flag on Conrad "Conrad Verner: Intimidated Conrad (3)" and leave the Conrad Verner: Charmed Conrad(2) checked, in the ME2 Plot Table on the "Plot" Tab

@charlottebrady96 Of course he's not. It's a well-known bug: that's why this is an "Unused Audio" vid. To have him appear you have to fiddle with the Save Editor. See the response video I posted for a link that explains how to work around the bug.

About 90% of the space in the milky Way is Council-controlled thusly giving Spectres, Shepard in particular despite being dead for two years, authorization to deny being taken to prison. The only spots where the Council has no control are the Omega 4 Relay, including what lies behind it, and Ilos.

@BossPanzer There was a mistake made when importing an ME1 save game to ME2. I'm not 100% sure on the details, but from what I understand, even if you were Paragon and nice to Conrad in ME1, the game would be flagged as if you had been Renegade instead. The audio here is what was supposed to happen if you were Paragon to Conrad in ME1, but since it automatically assumed you were Renegade to him whether you were or not, you never get to hear these lines.

@StrongGaia Originally, if you took the paragon approach, Conrad would really come to his senses and only sent a "Thank you"-message. It seems Bioware changed it so Conrad would appear in ME2 even if you took the Paragon approach(Guess they thought it was more fun.) For some reason it doesn't appear that way and even if you use save game editor to flag that you used Paragon with him, it still plays that you took the Renegade path.

@CodyDaedricPrince There's a bug in ME1 where it notes both Paragon and Renegade as having happened, as a result ME2 will always use the renegade option (maybe it checks that one first.)

This is one of the most noticable of many continuarity bugs.

Originally if you went paragon in ME1 he was supposed to start a nonprofit organization and send an email to your terminal thanking you (according to the wiki.)

There are pre-existing default options for these quests. IF you import ME1 save files, you (hopefully) get your own choices in, but if not, then the defaults kick in.
