All the innuendo in this film is surprising; the Sam Spayed jokes, and the "Private Dick" one in particular. However, it is useful to remember that this was a primetime television special, and therefore was probably expected to be viewed by grown-ups as well as children. Therefore, according to the demands of adult demographics, a few scatological jokes were not necessarily out of line.

It was actually part of a book (Garfield: His 9 Lives) before it was made into a TV special. It was worked on by a bunch of different writers and artists and was less kid oriented more...experimental I guess?

Anyways, all the innuendo is leftover from that. They actually toned it down a lot.
