A real change: start with the property tax and gradually increase the tax on land values and gradually eliminate the taxes on improvements. The beauty of this is that land value is community created by presence of population and govt. services. Assessing against land value merely takes back to the community the value conferred on land by the community. Left in the hands of landowners it is an unearned value and invitation to land speculation. The benefit of no taxes on improvements is obvious.
