No offense, but stall counts are for wimps. If the defense is good enough to prevent a quick pass, the offense either makes a poor pass or tries to throw it backwards. As long as you have people with good sportsmanship who won't hold the frisbee for an excessively long time (common sense dictates this; don't utilize such sissy loopholes!) it's best to just ignore it. You gotta play hardcore if you wanna win!!!
but... how closely can you mark? are there fluid rules depending on the hard-coreness of the group, (like the little snipey guy with the "it's the T in ten!") or can you step right up one inch from their face?
