From my understanding she wouldn't give him any information for the citation and was refusing to cooperate and then the situation started to heat up. That's when the cameras started rolling.
I have to admit I do believe the escalation of the incident was the police officers fault. Had he used sufficient force to handcuff the unruly citizen early on he could have maintained control of the situation. As for the girl, this is a society based on the rule of law and she should have have accepted the consequences for breaking the law and taken her ticket. If she felt the citation was unjust she could have disputed it in court. Was the cop trying to get her ID? Did she give it freely

@Authern I am from the area and that is not what was happening. He simply wanted to talk to the girls because a lot of people get hit there (hence the sky bridge). They refused to stop. You know the rest.
@Authern Also, pepper spray gets everywhere and there were a lot of people that would have gotten hit. His choices were to take her down, hit her, use a club, or use his tazer. I think she was lucky considering.
