how about making the woman accountable for how the child support is spent. It would work like this, Man pays support, woman uses this, and an invoice comes to the mans door, so he can verify it's being spend appropriately. Or make it like vouchers, the same way WIC is given out. Also, you never know he might have told her to get an abortion, and she didn't want to. He might have known he couldn't afford it, but she went ahead with it anyway. I dont blame the men not paying in this instance.
