in mission u have only 1 syringe

The right way is killing the fireman, take his costume, steal the keys to the ambulance. Near the inspector there is a black car, already dressed in the fireman costume, you need to shot the car from a good position nobody saw you shoot, then the alarm's car starts, it will attract the guards, then the inspector will still in his position just go there and kill him.

If you are having trouble with any levels, do as I do.. Shoot and kill everything.. Makes things much easier for you!
