What you're referring to applies only after the hand is removed from the rod to wipe on your pants or a towel, basically when the ball is not expected to be shot.
I'm curious what you think is illegal about this, because I was present for this match and a) Robert Mares is an incredibly clean player who I've seen call penalties on himself when his opponent wasn't going to call it and b) Ryan would have called Rob on any illegal actions in such a high pressure game, especially meatnut for the open doubles title. What is it that you think is illegal at that point in the game?
am i wrong in thinking he has to wait 1 Mississippi after he reset's his hand?
it looks like he does it a few times and nobody says anything, so im probably wrong!
but i would like some clarification on the rule

Sorry, it wasn't meatnut at that point in the game, but it eventually gets there.
