Basically it makes those who sign it servants of the government and the government tells them who they can or cannot target. If they don't sign they are considered enemies of the government.

Blade, Deadpool, Great Lakes Avengers, Humbug, and Orka were also on the Registration side, but they aren't rich. Secondly, just because you signed the bill doesn't mean you were a servant to the government. As Iron Man said in Thor #3, you can work FOR the government or WITH the government. You could even not sign the act as long as you quit "super heroeing".
