the reason overheads carry ac is because it is more efficient & looses less energy as heat, if freezing lines are a recurring issue then install transformer box sites that can be changed to suit conditions for the main infrastructure while still providing the type of power needed at the residential level.

We have record ice storms and they are capable of taking out the whole state's electric, but this is unbelievable and OMG. The real problem is that the rain makes everything ice and that ice is very heavy... I remember hearing the crackling sounds - how they were everywhere - branches falling on our house that still had green leaves on them and as big as whole trees. I am impressed by the Canadians who battle these ice storms on such a grand scale. I could not.
Maybe they use up the available moisture. Or the cold air becomes either warmer or colder than the range needed to super-cool the raindrops without freezing them. I'm just guessing, though.

Where is your winter tires!? In finland we get icy rain very often in winter, but we use the right kind of tires so that is not a problem.
