also look up some consumer law, if a patient was ever charged for a "service" and that service was not a value added effort, they can get a charge back against the hospital for not performing value added in the service. Value added means if they pay money, they get something in return of higher value. Just curing a cold or going to the ER to get stitches is not a service, its a tax payers right. Lets say I broke my leg, but then asked if I could have 3. Thats adding value, but also be wierd :)
if they cant ever afford insurance the hospital can qualify them for a write off. Bottom line is your asking someone to pay something that A. they did not contract B. they wouldnt have that kind of money because they are not a business entity themselves and C. the fact the hospital care is not considered a "products and services rendered" now how would like to pay for a new heart using all the hours of work you work at 50 hours per week with nothing of it to feed your kids? Good luck with that!

Health Insurance companies are there to foot the "bill" for the patients for 2 reasons, 1. they HAVE the money 2. they were contracted to HAVE the money :) Therefore its the responsibily of the hospital to get things straight with the insurance company, not the patient.
