The complication here is that while Russia can plant a Tin Flag on the arctic seabed, it takes the ability to develop the technology like was used to get to Mars and collect 'cold rocks' to extract the resources from beneath the arctic seabed. Russia does not even have the technology to extract the oil and gas from under Russia's land mass, but totally depend on US, UK and German technology, which it steals when the opportunity presents itself.
