I am by no means an expert on physics or mechanical engineering stuff like this. So, I'm basing this my comment on the visual. In my opinion it looks like the missing magnet on Green's helps lock the center piece in a fixed position. Also the distance between the center and outer ring might have some importance too.

I believe Green claims there needs to be a missing link in the magnetic ring that creates an imbalance, which causes the magnet to spin. I don't see this gap in your model. Perhaps this is why this experiment did not work? Or not...
Well, asymmetry when engineering time energy into spatial energy is important. In this case though, it makes no difference whether there is a gap or not. Try it yourself to see! Still Green is just working with 'the old way' of doing things.

The gap helps him to create the illusion of it working. He can place the outer ring level on the table and still get the magnet and ball assembly to lean to one side. This makes the appearance of "magic" look better.
The thing about attempting to get energy from magnets people seem not to catch on to is that if you did manage to get energy out, the magnetic field would no longer be available to produce more energy.
Magnetic fields are well understood by modern physics. It isn't a first year university course, but it really isn't a mystery any more.
From this knowledge, we can say for certain that no combination of just magnets will produce a source of energy. It is a blind alley. We need to look elsewhere for the answers to the energy problem etc.
i wish Project Camelot who are UFO investigators, really actually investigate but I am always happy to see new toys and stories :)

The magnet rotates because of friction between the ball and the table. The ball is just trying to roll because it is being pushed on an angle.
