i saw the same thing and found out it's just some sort of government plain flying around shooting out poison. Like those plains you see with the "smoke" copming out the end of it...its not smoke it's poison.

While it may have been something of note, this video just shows an ambiguous point of light with no reference objects. Drawing any type of conclusion from this is impossible.
