If the city really has a problem with his location why don't they allow for him to be built in an area with higher traffic already? Or maybe in a part. That being said what if someone was making permanent sculptures in their yard, or shaping hedges, or if someone just built a really amazing house that attracted people is the city going to tell them to stop and fine them?

If the town thinks that there's a problem because of increased traffic in the neighborhook, the should set up a toll booth
at the entrance to the area. That should satsify any need for restitution and income on the town's behalf and keep the home owner out of hot water.
