First of all, you don't know what the leash laws of anyone's community IS. Some places have none, so don't presume to know what those leash laws might or might not be. Some places require dogs to simply "be under control" and his dog clearly IS.

Also, I can easily control my dog when crossing the street. A "stop" and she stops in place until I call her to me. Easy peasy.
