If you have a lens with a high apperture like f1.8 the 35mm f1.8 is an extraordinary lens BTW and you want to focus on womens eye, you go as close to the eye and focus on it with f1.8 apperture and voila, nice sharp eye and a completely blurred out background.
@mAkHuLeT90 If your using your stock lens, ive found easy : zoom in a bit, and get semi close to your subject and focus in on that , also try shooting your hand close up.

Are you sure the camera focuses, try to put your camera in Aperture mode and set the aperture between 11-16 if its totally dark outside and the see what the camera tells you about the shutterspeed, if the shutterspeed is not low enough then increase your apperture, until it fits your wishes. About the focus thing then try to find a light to focus on and then set the lens to manually focus. Then it should work.

I would recommend the D5000 over the 450D at any time, you get a bunch of features that the 450D dosen't have, like video and live view. If looked at the 450D also when I was buying the D5000.
But one thing you have to have in mind when you purchase the D5000, there is no AF (autofocus) motor build in to the body, so you can only use AF-S lenses with this body.
Set the camera at a 30 second long exposure at between F11 - F16, set your ISO at 100 and put your camera on a tripod, then there should come something like that out of your camera!
this just makes me so happy im getting this camera soonish, ive been looking for months for the right dslr and this one has always been it! One question. I have almost enough to get the $750 bundle with the 15-80 lense. Should i wait to get the lense with the 250mm lense or get the $750 one instead?

you should use 3200kalvin white balance on a night photography, in my opinion it gives a better view of the place in cases of street lighting

Most of the pictures is taken with a 20-30 second exposure on a tripod at between F11-F16
