No it's definitely not Australian!! I'd say maybe Indian, as I've found a few other nursery rhymes sung and subtitled in English, but that were obviously for Indian kids learning English.
I like how they pour the water on the table and not in the cup. Also shouldn't it be tea they are singing about and not water, boilig. You boil water in a kettle.
What the heck country is this from?!! Thats a funny accent... Almost sounds Scottish sometimes... Weird... And I have never heard this version before!
