The word holy describes the character of God - specifically, the one true God - Yahweh. The word holy - when properly used - is only as inclusive as Yahweh is. That is, all who come to Christ by faith will be included in the Kingdom of God. All who reject Christ will not be included in the Kingdom of God.
Companies like Walmart, Target, etc. are private companies, and can use whatever language they want. I don't care if they say Happy Holidays, Merry Christmas or even Happy Kwanzaa.... it's up to them and it's not the government's business to try to coerce them.

I'm an atheist and I don't find the term "Merry Christmas" the least bit offensive.
However, the term "Happy Holidays" is more inclusive, as it covers several religious holidays plus New Years - retailers can appeal to more people.
Don't forget that the word holiday is derived from Middle English - "holy day" to be literal.
