You can get the first reform after 242BC, if you own two of the Cisalpine cities (Segesta, Bononia, Patavium, Medilanum) and two of the Sicilian cities (Messana, Syrakousai, Lilibeo).
For the second reform, you need to have reached the year 172BC, need 6 Latifundia in Italy, 45 settlements owned, 250 battles fought and need to have a specific kind of character (sharp/charismatic/vigorous, Popularis, Consul or Ex-Consul, influence >2, command >2) OR need to conquer 90 settlements.
The first is polybian, you need to capture certain settlements, fight 50 battles, and wait a while and then you'll get the reforms (after you upgrade your military barracks).
For Marian you need to have 45 settlements, fight 250 battles, and have a general with certain traits. Or just have 90 cities.
Augustan comes in at 172 BC (I think...) and you need to fight 400 battles and have a general with certain traits ( needs A LOT more special traits than the Marin general).
I think that would have depended on how they were treated. Yes, they had that rebellious spirit and always made poor slaves but in time I think they would have assimilated and risen to prominence within the empire. It's hard to predict what would have happened, but the Teotoburg incident ended any possibility of a conciliation.

@arthegor The Holy Roman Empire was not the same as the Roman Empire by any means. I didn't say it was, nor would I. What I said was is that it was its successor; its rulers *claimed* to be continuing where Rome left off. Modern Italy has no governing relation to the former Roman Empire, nor do any other nations. The nations you've listed in their modern sense are all less than 300 years old. Rome fell some 1500 years ago. Again, there are no existing successors to the Roman Empire.

Italy, Romania, Greece, Russia, and even the United States(to a lesser extent) come to mind.United States and Russia have no reason to be successors..they are not latin well for Greece there are some probabilities from the ByzantinianEmpire.Most overly all Neolatin People Like:Romania,Italy,Spain,Portugal,France and maybe Greece they are the true heir to the Romans.The English are german people not latin

@ArtoriusMaximus777 As for successors in my opinion would be: Italy, Portugal and Spain (see genetic map of Europe, you may find it interesting) plus culturaly also Romania, France and perhaps due to Romano-Britons: England, but in terms of power and influence the USA. Greece and Russia could perhaps be considered because of Byzantine heritage, but not so much.

@arthegor Romania's blood is not Byzantine/Roman, it's Slav (I am not claiming this wildly, if you see genetic maps of Europe and DNA studies you can observe it), but it's culture/language is Latin with some Slavic mix. Russia has cultural influences from Byzantium, some of their history and their language shows us this.

@arthegor You just proved you have no counter evidence, because no one knows what type of DNA can be considered Roman what we can observe is connection between Latin/Romanized peoples, although you also have some Latin influences. But if you are trully Daco-Roman, I don't know, because what I said does not count for 100% of Romanians. That video used an article made by people who make that type of work their living, so I guess they know what they are doing.

See, the only way the Daco-Roman lineage could have been preserved was if there had been no mating with people from outside their genetic poll. The Central Powers have invaded Romania in WW1, the Soviet Union in WW2, and this counting only the 20th century. Soldiers rape women in war, that's a fact. Wouldn't romani women get pregnant if this ever happened?

My greatgrandfather was caustically anti-semitic and so are a few people inside my father's family. Isn't it wonderful? The Romance languages (Italian, French, Spanish, Portuguese, Romanian) all evolved from Vulgar Latin, a variant of Latin which was spoken by the common people in the Roman Empire. Yes, it was influenced by the Substrates (languages of the conquered peoples, like, Spanish was influenced by Paleo-Hispanic, French was influenced by Celtic, etc., and later all were also influenced by Germanic).

And for the Eastern Roman Empire : - Byzantine Empire (395-1453) - Russian Empire (1547-1917) - USSR (1917-1991) - Russia since 1991

After Augustus's reign, Rome was not really under a serious threat of foreign invasion - Parthia never had interest in expanding into Europe - for several centuries.
This coupled with a slave industry (no need to develop more efficient machines), inflation and the concentration of land and wealth to the hands of the rich (little food produced in Italy, the poor dependant on government handouts) and monarchy (bad emperors at times, civil wars more likely), end of revenue/slaves from conquests...

yes, but, I believe it was shit-canned after the military reforms of Diocletian(?), do to all people within roman borders becoming natural roman citizens, it seems to have lost it's appeal to Italian Legionnaires, who saw the expensive plated armor as a status symbol more than anything. Or so I have read.
