You're right I remember back in 1989 Kenny G was listed as an instrumental R&B artist and was advertised on Quiet Storm Stations like KBLX in San Francisco. Around the 1990's when KKSF in San Francisco wanted to play some Kenny G and Dave Koz on their stations then they were listed as Smooth Jazz thats how Kenny G was listed as Jazz. Dave Koz in the early 1990's was listed as soft rock at the time and KOIT FM ran with it. KCSM here in San Fran has good classic Jazz like Brubeck.
