@brenbear Yes. They're very common on film prints. It's called a "Laboratory Aim Density" test, and the photo of a person is so that the processing lab technicians can quickly check if skin tones are being duplicated correctly.
If your video is in AVI format, the easiest way is with VirtualDub (free) with the MSU Old Cinema filter. Advance settings let you decide how dirty, how scratchy and how old your film looks. Most Video Editors also have an Old Film look filter
No mistake. This is an academy head leader, which counts down to three.
There's also the SMPTE universal head leader, which counts down to 2.
Each count for the academy head = 1 foot of film; 1 ft. = 16 frames.
Each count for the SMPTE head = 1 second; 24 FPS.
At the end of the count, there is a flash and an audible beep for sound sync.
The reason why they don't count to zero is because if they did then the program would start immediately after the count. Two seconds of black is given.
Awesome countdown, I have to also agree with psylentknight, I've always had an admiration for old film countdowns/leaders myself. I dig this (one telecined from an actual old film) over some clean, bland countdown generated with Premiere/AfterEffects/whatnot... :)

This is one of the more interesting film leaders, and that peice of tape (that huge black bar you see in the beginning) makes it look very creepy.
