Well, don't fast travel to non-town places and you can simply sneak around them. I repeatedly find Talon mercs waiting for me at the metro exit whenever I come out. They have height advantage so I can't get out of that without a scratch.

Particularly early in the game, one thing that does it from my character right now, i.e. I'm still playing my first game...the Talon Mercs want a piece of me because I disarmed the atomic bomb at Megaton after telling Burke that I'd rig it blow up. (I also tattle-telled on him too XD). This same thing happened to me last night, three mercs came by, but they didn't talk to me they just started shooting at me.

It's an option on your pip-boy when you use your weapons. Actually, you can put anything on the hot key buttons. Stimpaks, and I think maybe armor can be switched too... Just hold right bumper, and push the D-Pad in the direction on what hot button you want it. It only works with the D-pad by the way.
