FACT: Vice President Dick Cheney has a regular POLICY luncheon with Republican Senators. Not President Bush, but VICE PRESIDENT Cheney. Why? Because as Vice President, he has a presiding role over policy development, especially in his party's caucus.
ANOTHER FACT: The job of a journalist is to report the news fairly. Chris Matthews sure is one to be criticizing the job responsibilities of others when he can't even perform his own.
Dick Cheney isn't exactly a good example to use when it comes to well... legality. He DOESN'T have presiding role over POLICY DEVELOPMENT. That warps the constitution. Just because Cheney acts in a certain manner, that sure as hell doesn't make it in line with the constitution.

Obama lacks experience but his judgment has been good (again, just look at his campaign, the people he has put around him, and his VP pick).
The reason why I say you pick judgment here is because you take a step back now and look at Bush's administration. Very experienced individuals. Cheney has some 30+ years of experience in politics. What has damned America is not a lack of experience. It is a lack of judgment and the resulting inability to lead.
Obama has the judgment to put individuals around him that can deal with the economy. Obama has the judgment to put individuals that can deal with foreign issues around him.
He has the judgment to put individuals around him that will make up for his lack of experience.
Turn around now and look at McCain. He had the judgment to hire the very individuals that have skull fucked our nation. He had the judgment to select Palin. He had the judgment that has resulted in an out of touch and failed campaign.
