I would recommend having the number toward the top of the page. If you are using a graphic for the number at the top, then I would have a 'real text' phone number in the footer. If the text is quite light, it will be set to black usually when you print the page out anyway.
I never put much thought into what happens when someone prints a webpage. Is it a good idea to have the phone number at the top and bottom of a page say in real text?- and does it matter if the text is white on a darker background?

Really important point regarding printing a web page, there is nothing worse than coming to print off a page and losing half of the information.
